If "covers" a useful and necessary fire I have a negative effect.
If cover is a 'good deed' or an 'empty gesture' is directly dependent on the context, which enters the intention of my actions. It creates an ambiguity is necessary for non-common understanding of reality thus generating uncertainty, error, communication, creation.
